Five-Day Training Programme for DR-Assistants on Reserve Panel to be Held at ICAR RC NEH, Barapani during 7-11th Sept., 2026

        Barapani, Meghalaya | September 2026: A five-day training programme, “Module II – DR-Assistants on Reserve Panel,” is scheduled to be held from 7 to 11 September 2026 at ICAR Research Complex for NEH Region, Barapani. The training programme aims to enhance the knowledge and professional competencies of DR-Assistants by providing comprehensive exposure to administrative procedures, service matters, financial rules, procurement, office procedures and other essential areas related to functioning in ICAR.
        The programme will cover a wide range of topics, including the structure and functioning of ICAR, roles and responsibilities of Assistants, service matters, ICT tools such as e-Office, SPARROW and eHRMS, procurement of goods and services, cash and bill processing, PFMS, General Financial Rules (GFR), Delegation of Financial Power Rules, Manual of Office Procedure, CCS (Leave) Rules and reservation matters. Participants will also receive hands-on training on GeM and Store Management, with emphasis on asset registers and processing of bills.
        The subsequent sessions will focus on procurement of works, service matters of technical cadre, reservation roster, pay fixation rules, noting and drafting, pension and retirement benefits, LTC, TA and GPF Rules, Government House Allotment Rules, contractual labour laws, EFP and ESI provisions, disciplinary proceedings and CCS (CCA) and CCS (Conduct) Rules.
        The final day of the training will address RTI and grievance redressal mechanisms, handling of court cases, prevention and redressal of sexual harassment at the workplace, service matters of the scientific cadre, Scientific Assessment under CAS, preventive vigilance and case studies. The programme will conclude with a valediction programme.
        The training will be delivered by experienced officers and experts from ICAR Headquarters, ICAR Institutes and other organizations, including Shri Vampad Sharma, Director (Admn.), ICAR HQ; Shri Anshul Gupta, Under Secretary, ICAR HQ; Shri Sandeep Singh Dudi, US(A), ICAR; Shri Sachin Agnihotri, Director, ASRB; Shri Sandeep Bishnoi, DS, ICAR; Shri Gauranga Ghosh, CFAO, ICAR-CIFRI; Shri Navin K. Jha, CAO, ICAR-CIBA; and other senior officials and subject experts.
        The programme is expected to provide participants with practical understanding of administrative rules, financial management, digital office systems, procurement procedures and service-related matters, thereby strengthening their efficiency and effectiveness in discharging their responsibilities within the ICAR system.
